I just happened to come back to this discussion thread. PFCG role SAP_BC_BMT_WFM_NWBC_END_USER has SWF_WORKPLACE and not IBO_WDA_INBOX. They might look similar but they aren't the same meaning the underlying implementation is different although both use POWL. If you plan to use IBO_WDA_INBOX you are still missing the steps on how to activate the action buttons.
