could you please check the timezone settings of the user - is this one user in the same timezone as the others? It may appear that due to different settings of the user time zone the survey validity is not converted properly into the user time zone.
Please make sure to have the following notes implemented in your system:
1823109 - Survey not showing because of daylight saving time.

1913637 - Survey is not appearing on the screen.

It may also appear that the issue is occuring due to wrong time zone settings. Please consider the following sap notes:
