Ok, I found the Destinations under the Job Server. It didn't have Adaptive before it and I sorted it alphabetically. You asked above if it was enabled. I don't see an enable/disable option in here but it does appear to be filled out. Our support email address is in the from but there is nothing in the To field. I'm not sure if this is where I need to put in something, but that would mean that all failed notificaiton would come to whatever email address I put in here. I have a dozen or so people that won't notificaitons when their reports fail.
