Production resource tool is something like which will be always available in production or assembly line. If this PRT is determining the capacity of the production, then it is good to define this as a work center and include this in routing in place of work center and carry out the capacity leveling in CM01 and/or CM21. In case if you require any information on CRP, please let us know.
There is no availability check for PRT at planned order level. Also if this PRT is not driving the capacity, then it is not wise to define this as work center. As caetano said, rather you define this as a component in the BOM and check for availability of this component. Even if you require any information on implementing this, please let us know.
But it would be appropriate if you let know the community on the complete production process on how the product is produced and where /how this PRT is playing a role, then an optimum solution could be designed.
