Hi Kiran,
As Anuroop said, check if the material is flagged for Quantity/Value update in the OMS2 transaction. If not, the error is correctly issued, because the material has to be maintained so it can be transported between plants. This is the intended system design.
Check if the material is maintained as per note 1638168.
