Well, CR XI R2 did not support Oracle 11g, so 12c would be even more not supported(?).
In your VS 2010 app, use the CRVS I linked to in my previous post. On your dev computer, run the install exe, on runtime computers, use the MSI, MSM or CLickOnce.
