Yes, you need to define in V/06, and assign the relevant condition types (Disc./Surcharge) in Pricing procedure.

Then, you need to create condition records for them to work.

Please don't mind but these are rudimentary steps to set up pricing. You may find lot of documents to set-up pricing procedure over internet rather than posting it on SCN.
